Mrs. Shirley has over 23 years of experience in the Department of Defense (DoD) professional services industry. She has been with IntegrITS for over 14 years since its inception, providing leadership and support in the areas of contracts and finance.

As the Contracts and Compliance Officer, Mrs. Shirley spearheads the company's Ethics program, and is responsible for all contract, subcontract, teaming agreements, non-disclosure agreements, and cost proposals within the Company.  She is responsible for oversight of the contracts, legal, purchasing, pricing and contracts administration functions, ensuring compliance to delivery schedules, pricing, terms and conditions and other contract provisions. Mrs. Shirley also serves as the Chairman of IntegrITS’ Ethics Committee.

 

Prior to IntegrITS, Mrs. Shirley served nine (9) years at Litton/PRC (now Northrop Grumman) as a Senior Finance Analyst and Team Lead.  Mrs. Shirley's position consisted of department level responsibilities for business and finance, administration oversight, contract support, corporate liaison, financial systems design/implementation, and support for marketing and business development, reporting directly to the Executive Manager.  

 

On the personal front, Mrs. Shirley has been a competitive runner for over 25 years.  She is a six (6) time recipient of the USA Track and Field (USATF) Athlete of the Year Award from the San Diego-Imperial Association.  Along the way, she has won 12 National Championships with best times in the 1500m and the 800m after the age of 40, placed 5th in the Masters Division of the Boston Marathon with a time of 2:56, and at one time held the World Record in the National Masters Indoor Mile for age division 55-59 with a time of 5:43.96. Currently, as an accomplished softball player, Mrs. Shirley travels with her softball team to various tournaments across the United States.


Mrs. Shirley holds a Bachelor of Science degree in Computer Information Science and is a Certified Professional Contracts Manager (CPCM).  She is an active member of the National Contract Management Association (NCMA) San Diego Chapter, where she serves on the Board of Directors. Mrs. Shirley also has a Certificate of Completion for the Advanced Contract Management Program from San Diego State University College of Extended Studies.
